Wikipedia Reporting is fast




Wikipedia reporting is quite fast. The given link is about Miss World 2009 Kaiane Aldorino. The result was there by 10.57 pm IST (+5.30 GMT).

I am also watching Copenhagen UN Summit. The updates are coming regularly.

However, in case of BIMSTEC, the taking of Myanmar as the next chairman, was not updated even after 24 hours.

On the whole, the reporting is quite fast and must be giving the regular media run for their money.

I have found that even the bloggers are quite fast in reporting the new events. They are there with news just missing couple of seconds as compared to regular media. Wikipedia remains third but it is there within in couple of minutes.

BIMSTEC stands for Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation.

The Member Countries are
Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka and Thailand sharing the Bay of Bengal.

The present chairman is Myanmar. In 2009, India was the chairman. In 2008, Bangladesh was the chairman.

Lessons on WPI and CPI.



In the following link of Economic Times, there is brief description of Wholesale Price Index and Consumer Price Index. There is a brief explanation on their respective significance. The new base year which is going to come into force in 2010 is also discussed. It explains that how many goods/companies are included calculating the ratio of WPI.

For non-economic candidates, it is a good write up. Keep a note of it.

Civil Nuclear Energy Pacts receive land in India




The peaceful use of nuclear energy is an important issue. After ending the isolation of India on this issue, India is receiving technology and material for peaceful use of nuclear energy. In the process, India has signed pacts with seven countries. The Norwegian Nobel Committee for The Nobel Peace Prize for 2009 has bestowed the Nobel Peace Prize 2009 upon Barrack Obama the President of United States of America.

It writes, "The Committee has attached special importance to Obama's vision of and work for a world without nuclear weapons."

In 1905, the Nobel Peace prize was given to Baroness Bertha Sophie Felicita von Suttner, the first woman ever to get the prize.

Declassification of Information and RTI




The following report there is a brief stand of the government on the declassification of the records.

There is a similar Act in USA which is called Freedom of Information Act. It is being aggressively used by research scholars as well as journalist fraternity there. However, in India, with the advent of Right to Information Act, many loopholes and a peculiar outcry by the executive, are giving different direction to the spirit of the act.

The Freedom of Information Act in America had given rise to many conspiracy theories in the administrative activities of executive in America. In the recent times, it had lead to revealing of the Deep Throat under Watergate Scandal during Nixon Tenure.

In India also, the death of Subash Chandra Bose and that of Lal Bhadur Shastri, and similarly, the reorganisation of states, the 1945 Shimla Conference, 1946 Cabinet Mission plan, the Constitutional Assembly working from 1946 to 1950 and many more are such cases which are being the topics of questions of RTI seekers. Similarly defence deals, the Shimla Summit of 1972 are other issues which are being rejected on the issue of Security of India factor.

On the whole, Declassification of Information on regular basis, well defined policy of declassification and delivery of the information and the RTI Act are important debate issue.

The issue as such can appear in Main 2009 but it is definitely a point to be prepared for Interview in March/April 2010.

First of all I welcome the 6th follower to my blog who has named himself as ab.

From the list of his following I am noting two blogs which belong to Shubhra Saxena (Alloted IAS) and Supreet Gulati (AIR 2-2008).

Read each post and whole of the blog. They are by the successful candidates and they have shown sincerity and simplicity in dealing with different aspects while giving their views about the preparation of specific subject. They are not schoolistic and demagogic. Kindly note the suggestion about dealing the General Studies papers by Shubhra Saxena. She is virtually revealing out the truths. If you get to the soul of the suggestions, then be sure, you may be next successful candidate. Remember, she says again and again that you should write and write again and again. She has emphasized upon reviewing the last year papers. They are your most important gurus and guides. If you are able to develop feel of the papers as they come, then you can easily organize your preparation in an effective manner. Otherwise, there are numerous coaching classes, magazines and whole library there to study but will that serve the purpose? You must learn to break up the structure of the paper as well as the syllabus. In case of GS, there are general guidelines. In new syllabus they have give points on which the question may be asked but even then they are very wide and extensive. Hence, the best way is to understand the last year papers as they have appeared and then try to visualize that what can be asked in the current year in light of previous questions. Rest, study her guidelines on 20 words, 50 words and 150 words questions. Similarly understand the importance of 2 marks questions, 15 marks question and for elective subjects 60 marks question. That should be the mind frame which should work behind preparing and revision of notes.

I believe after joining Lal Bahadur Shastri Academy, they may not get time to write there as they may be going on long trekking and through tight schedules of the academy(Some even there believe in slipping out. Blink). But their blogs definitely need reading by those who are already into the preparation. For freshers, they may read it but they may be able to appreciate the contents only after some experience.

Kindly note that they are not the first one as bloggers who had made it to Civil Services. I have in my Zotero Add on, some more references. It is the contents of Saxena blog which prompted me to write this post. They are not being given any special attention at all. It is just that I checked the credential of a new follower to my blog and found their reference. I went through their blog. Read five to six posts especially posts on the breakup of General Studies paper and studying strategies. They are true. Any experienced person may approve them. They have been marked out here and it is believed that those who are intelligent and capable, they will find them highly paying when put into practice.

    Ministry of Personnel Guidelines for Women representation in Civil Services




    The following report is about a circular from Ministry of Personnel, public grievances and pensions to different department about the representations of the women on the selection boards and about increasing the recruitment of the women in the central services.     CTC vesus PRIS: A Debate




    A few months back, I got a chance to listen to a young IPS officer who was hardly for three years in service. She passed a very strong remark that the government pays pittance for the quantum of the job they have to perform in the field.

    The debate is there that how much a public servant should receive. After the sixth pay commission, there can be questions in interviews about the pay to civil servants and the issue of Performance related incentives. In case of corporate world, where the employees still get more than a civil servant, the basis is cost ratio or the Cost to the Company factor. In interview, this question is generally asked. Most of the magazines put this question to the successful candidates that why they have preferred civil services over the corporate jobs when there is big different in payment of emoluments.

    Zollverin of Bric




    This report is very good for viva preparation in 2010. The report contains possibilities of a talk shop. Hence, nothing much in it.     Zollverin was an economic union formed under the proposal of Prussia before the unification of Germany.

    export target of $200 billion for 2009-10




    The Export Target of India for the financial year 2009-10 is $200 billion.
    In 2008-09, India's export stood at $168 billions.
    In 2007-08, it was $163 billion.

    The global meltdown in the economy and especially in the Western countries (Europe and United States of America), is causing worry to the government as it is apprehended that the target may not be achieved. There is decline in the Indian export from month to month basis and in May, it has fallen by 30%. On the other hand, the import has also decreased due to fall the petroleum prices as India fulfils 70% requirement of her petroleum through import.

    In the recent times, anomaly groups have used internet, computer networks and modern means of communication to undertake their nefarious activities. It has become a great concern for the US administration and elicited a policy statement from the President of America Mr. Obama.

    What is QIB?

    What is QIB?

    Answer: The QIB stands for Qualified Institutional Buyers.

    "Qualified Institutional Buyers (QIBs) those institutional investors who are generally perceived to possess expertise and the financial muscle to evaluate and invest in the capital markets. In terms of clause 2.2.2B (v) of DIP Guidelines, a ‘Qualified Institutional Buyer’ shall mean: a) Public financial institution as defined in section 4A of the Companies Act, 1956; b) Scheduled commercial banks; c) Mutual Funds; d) Foreign institutional investor registered with SEBI; e) Multilateral and bilateral development financial institutions; f) Venture Capital funds registered with SEBI. g) Foreign Venture Capital investors registered with SEBI. h) State Industrial Development Corporations. i) Insurance Companies registered with the Insurance Regulatory and Development Authority (IRDA). j) Provident Funds with minimum corpus of Rs.25 crores k) Pension Funds with minimum corpus of Rs. 25 crores "These entities are not required to be registered with SEBI as QIBs. Any entities falling under the categories specified above are considered as QIBs for the purpose of participating in primary issuance process." WIKIPEDIA

    A company raises capital from QIB and such an issue of raising funds from QIB as allowed by SEBI is called Qualified Institutional Placement.

    Meera Shankar






    Meera Shankar is the new Indian Ambassador to United States of America.


    Biography:
    Ms Meera Shankar was born on 9 October 1950. She joined the Indian Foreign Service in July 1973.

    She has held several important assignments during her career: she served as Director in the Prime Minister’s Office from 1985 to 1991; was posted to Washington DC and served as Minister (Commerce) from 1991 to 1995. Thereafter, she headed the Indian Council of Cultural Relations in New Delhi overseeing India's cultural diplomacy. Subsequently, in the Ministry of External Affairs, she headed two important divisions dealing with the South Asian Association of Regional Cooperation (SAARC) and relations with Nepal and Bhutan.

    After promotion to the rank of Additional Secretary in 2002, she held the responsibility for the United Nations and International Security.

    Her last assignment was as Ambassador of India to Germany from 1st December 2005 to 6th April 2009.

    Ms Meera Shankar arrived in Washington DC on 26 April, 2009.

    She is married and has a daughter.
