Megha Tropiques: an IRS from ISRO

ISRO Chairman G. Madhavan Nair has reported that India will launch an Indian Remote Sensing Satellite (IRS) jointly with Centre National d'Etudes Spatiales (CNES- A French Space Agency) in 2009. It will be an exclusive weather satellite.

Nandini Sarma: 23228 Nandinisarma is an Asteroid

An asteroid discovered in November 2000 has been named after an Indian American girl who had participated in 2007 Intel International Science and Engineering Fair. She had won the first place for a microbiology project in that fair.

Extended Role to CISF: Terror Effect

The government is going to bring ordinance to use CISF with joint ventures with private players for providing security.

CISF is one of the major paramilitary force which looks after the commercial and security sensitive installations of the government. After the ordinance the private installations like the Taj Hotel etc will also be able to use to the services of this paramilitary force. Similarly, CISF will also be deputed on foreign assignments like protecting the foreign embassies of India.

All such executive changes along with legislative measures are the result of the response of the government to the terror attack. It thus form an important topic to develop for 150 words as well topics of discussion in interview especially for those who may opt for IPS as their first option. (It is better to opt for IAS every time as the first option.)

Ninth Parliamentary Election of Bangladesh

The Bangladesh will go for Ninth Parliamentary election on December 29, 2008.

The chief contenders are Khalida Zia of Bangladesh Nationalist Party (BNP) and Sheikh Hasina of Awami League.

What are IMEI and EIR?

IMEI stands for International Mobile Station Equipment Identities number.
EIR stands for Equipment Identity Registry. It is part of Network Switching System in GSM system.

These two terms have become important as the security threat in India is increasing. The Chinese Mobile Phones do not have these numbers or have all zeroes. This make it difficult to identify the exact identity of the device to make a call.

Four Bills of December 2008

  • Code of Criminal Procedure (Amendment) Bill, 2008 provides for protection to rape victims and hearing of the cases by women judges as far as practicable

  • A bill for setting up a South Asian University in Delhi was also passed. It will aim to provide advanced educational and research facilities for students from SAARC nations and contribute to regional peace by promoting inter-cultural understanding.

  • Constitution (Scheduled Tribes) (Union Territories) Order (Amendment) Bill, 2007 which relates to giving ST status to the children of the inhabitants of Lakshadweep who have been residing elsewhere in India.All residents of Lakshadweep have been given ST status in view of their socio-economic backwardness arising out of isolation from the mainland.

The compulsory elementary education is presently part of the Directive Principles. The demand for compulsory education was first proposed by Gopal Krishan Gokhle.     BrahMos supersonic missile has be testfired from mobile Platfrom

    India has now test fired Brahmos Supersonic Missile from mobile platform at Bay of Bengal.
    "The missile has a range of nearly 300 km and carries a conventional warhead of 300 kg. It can achieve speeds of up to 2.8 Mach or nearly three times the speed of sound."
    It is a joint venture of DRDO and Russia. The Brahmos is a name taken from Brahmaputra and Moskva rivers.
    It can be launched from submarines, ships, aircraft or land.

    Criminal and Terrorists Use of Gun: A Definition

    MJ Akbar, a reputed journalist of India, has raised a poinst against the BBC reporting methods. While doing so, he has defined the terms criminal, terrorist and use of gun by a criminal and terrorist. The wordings which has been taken by me as definition have appeared in an online news item of rediff news at the link http://www.rediff.com/news/2008/dec/14mumterror-mj-akbar-slams-bbc-for-biased-coverage-of-mumbai-terror-attack.htm.
    I quote the following words of M J Akbar: "There is a clear distinction between gunmen and terrorists. Criminals use guns, and can be called gunmen; criminals use guns in the service of crime. Terrorists use guns and worse in the random killing of innocents in pursuit of a political agenda or personal agenda. The killers who came to Taj and Oberoi and the Chatrapati Shivaji railway station and a home where Jewish people lived, did not come to steal art, or railway property or money. They came with the declared purpose of murder and mayhem."

    The lines have been taken out of context but I believe that it serve the purpose of the candidates for Civil Services at different level and stages of selection.

    President Nursultan Nazarbayev of Kazakhstan will be the Chief Guest at the Republic Day of India in January 2009. It is the 60th Republic Day of India. The first Republic Day was in 1950.

    India and Kazakhstan are interested in Civil Nuclear Deal. Kazakhstan will be the fourth such country after US, France and Russia with whom she will have Civil Nuclear cooperation.

    Kazakshstan is the country with the second largest reserve of Uranium.

    The topic is only included for the novelty of the topic and inter related field. Remember Agriculture and technological changes have been very dice topics that have to be prepared for the GS Prelims as well GS Mains. The commission says that they expect that general awareness of an educated man in the field of science. This demands that one should have eye for such changes which may become trends in near future.

    Books for General Studies for 2009


    In the November Issue 2008 of Civil Services Chronicle (CSC), there is a long article titled Wnna be an IAS Topper, success sutra, step-by-step. Many of its section are sincerely written. They are practical advices. One of the section has dealt exclusively with General Studies preparation. Their main argument is that there should be an integrated approach for General Studies. I believe that they suggest that preparation for General Studies should fulfill the requirement of Prelims as well as Mains. Secondly, they have stressed upon the need of keeping the target of getting 350+ in the General Studies. Thirdly, they are fair in telling that there can not be any fixed game plan for preparing the General Studies paper because anything below sun can be asked and even beyond that also. However, even then, they have suggested some good points. They are as follows.


    It is very difficult to fix a syllabus for General Studies. The commission itself has not given a fixed syllabus. Therefore, the best method is to watch the last years papers analytically. Then, it is suggested that one should learn the area of his or her interest and then develop the reading around that field of knowledge. A good approach is to read fundamental basis of major subjects with the help of NCERT books. For Current affairs the best method is suggested as follows.
    1. India Year Book of Publication Division. Pick chapters and then develop or gather extra material around them.
    2. Adopt one or two newspaper for daily reading. It is universally accepted that The Hindu and The Times of India are the two best newspapers. One can watch on his own that they cover more issues of national interest.
    3. Books published by NBT and Publication Bureau on Indian history and Culture. I am regular reader of Yojana. Each month, there is one selective theme. In November, it was the child problem and in December, it is North East states.


    Then, The CSC has further suggested other books. I have not consulted them, therefore, I do not feel confident in suggesting them here. In case of foreign news, I believe apart from Frontline, the internet is a better option.


    After taking up Current Affairs as one major subject of General Studies, the CSC magazine has taken Indian Polity. I accept that to whichever field you belong, you have to read DD Basu and P N Baskshi. You must understand that there are 100 marks questions in General Studies Mains and on an average there are 15 questions in Prelims. There is no other way out. In addition to that a leisure reading of NCERT books of IX, X, XI and XII is equally essential. Notes preparation is better way then to adopt some guide book.


    In case of Indian Economy, there is no answer to Dutt and Sundharam or Mishra and Puri. I may add some more at a later stage but books by NCERT for class XI and XII are must. I will suggest that one should adopt Business Today or Business Standard also along with one Competition Magazine. One can develop liking for capital market in order to understand their contents but beware you may not give your self away to share market. You must remember that you are preparing for civil services and for full 18 months you have to save money only for that. The investments can be carried on with some detachments but they can be postponed for one year. It does not matter much.


    Now take up the case of History. Modern History by B.L. Grover is a good approach. I believe, for that any history, which helps you to develop understanding of political history from 1707/1757 to 1947, is must. It may be a simple text book of graduation level and even that can be good. There is a book by same title by K. L. Khurana or by L. Prasad. The main idea is to develop the political history understanding before taking up the book by A. R. Desai. I think that, that will be a good way to tackle the subject. I am a history teacher and saying all this with some understanding. Finally, it goes without repetition, you have to read NCERT books from eighth to twelfth. It is must. You may not read Bipin Chandra, or other books which are being discussed, but, you have to go through them.


    Now Geography is a fascinating field. The trend is not presently in its favour. In 1990s, it was Geography and Animal husbandry, which had attracted the attention. However, you have to read about it. Here, I will go with CSC suggestions.
    Principles of Geography (NCERT)
    Geography of India.
    Land and the People NCERT. Even the books suggested for ICSE boards schools are quite helpful. I remember reading a book of ninth class for ICSE school which was publisher of Delhi, the contents were perfect material for present day trends.
    Let me suggest an approach here. Make topics of NCERT books from VI to XII as the topics of preparation. Get material from the books and substantiate with the help of Wikipedia and CIA Facts books website.


    Science and Technology: It is very difficult to suggest one set for it. However, as CSC has remarked, the main thrust is on basic Human anatomy, hygiene, circulatory system, human diseases, Nutrition and plus Agricultural sciences. Question of Physics, Chemistry, Technology are there but if you are not a student from science background, then it is better to adopt the established Refreshers. The CSC has given its list but I doubt, apart from reading NCERT books, one can read the whole list without the help of a person who has some understanding of science. You should have liking for the field of science. Then you can make the list of the contents of NCERT books and continue to prepare the notes. The questions are really typical. They may ask you the Light temperature of a fluorescent tube and other year may ask you about the resistance of the human body to the flow of the current. The candidates were expecting 3D technology but the commission remained satisfied with asking only about IPTV. You may prepare for CFL light buld, but it may ask about newer mode of lightening. You may prepare for 4D telecommunication, it may ask about WiMax. It is better to remain fixed with the fundamentals of the physics and chemistry than to prepare the list of the books.

    What is a Exoplanet?

    The astronauts have recently been able photograph a star called Fomalhaut which is nearly 25 light years away having planets. The exoplanets or extrasolar planets are issue of interest because they may become the case of discovery of extra territerial life as the planets orbiting the other stars may also have life as it is here on the earth. It may be cause of proving theory of existence of aliens. (Fascinating!!!. I have doubt about including in the notes because it is highly based on theories. The only factor played in the favour of imaging of the distant plant in other star system by Hubble telescope after technological advancement in imaging.)

    Chandrayaan I is the fifth satellite now orbiting moon. The other four members are the US, Russia (former Soviet Union), Japan, China and members of European Space Agency.

    The most crucial stage of taking Chandrayraan to its final orbit was LOI ie lunar orbit insertion. "At a certain point, the gravity of moon and that of earth cancel each other out, making LOI very challenging."


    The satellite will work for next two years taking 3D maps of moon, getting chemical mapping of the moon along with searching water and ice caps.

    What is WiMax

    What is WiMax?

    According to WiMax forum, it is World Wide Interoperability for Microwave Access which is called WiMax in short.


    In practical terms it is a telecommunications technology that provides for wireless transmission of data using a variety of transmission modes, from point-to-point links to full mobile cellular type access.


    On WiMax connectivity, one can achieve 70 Mb/sec symmetric broadband speed without the need for cables.


    Presently Pakistan has the largest fully functional WiMax network in the world.



    In technical terms, WiMax technology is called 802.16e-2005.



    The bandwidth and range of WiMax provide following benefits.

  • Connecting Wi-Fi hotspots to internet.

  • Providing Wireless alternative to cable and DSL for last mile broadband access.

  • Providing data and telecommunications services.

  • Providing a source of Internet connectivity as part of a business continuity plan.

  • Providing portable connectivity.




  • WiMax technology had shown its technology prowess and edge during the Tsunami of Indonesia in December 2004 where the communications were maintained through this technology in inaccessible areas. Similarly, it was also used during the calamity caused by Katrina.


    This technology can exchange data over the distance of 50 KM. Secondly, it can utilize the bandwidth more efficiently accommodating more users. Thirdly, the devices required to access it not costly and provided by many manufacturers. Fourthly, it can be used in combinations of other telecommunication technologies like 3G, 4G, GSM, CDMA and cable network. Further, the cost can be further reduced if the mobile phones, Digital Television, PCs and laptops which will be receiving points, already come fitted with required chips.

    MV Stolt Valor

    It is a ship owned by Japan based ship company. The pirates had hijacked the ship in September 2008 and took it near to Somalia shores. There were 18 sailors from India who were made captive. The pirates had asked for ransom of 2.5 million dollars with a dead line of October 16, 2008.


    It is pertinent to mention here that in September 2008 another ship 'MV Iran Deyanat' was also hijacked offshore Somalia. The transitional government of Somalia is not able to stop such hijackings which are being undertaken in the Gulf of Adens.

    The Commonwealth Youth Games were inaugurated in Pune.

    The games were inaugurated at Shiv Chhatrapati Sports Complex at Balewadi on October 12, 2008 on Sunday.

    71 countries had participated in the game. 1300 players had participated in it.

    PM flags off Kashmir's first train

    The Prime Minister of India, Dr. Manmohan Singh flagged off the beautifully decorated first train in Kashmir at the Nowgam railway station in Srinagar this morning ie. Saturday, October 11, 2008.

    (TOI): The first Kashmir train connects Srinagar to Rajwanshar in south Kashmir's Anantnag district.

    The track is 66 km (to be extended in future when the 117km rail link will connect Baramulla in the north with Qazigund in the south and, eventually, should be integrated into India's massive national rail network.) and the train has 8 coaches.

    The History: (TOI)
    Kashmir was promised a rail link by Maharaja Pratap Singh, the region's Dogra ruler in 1892. The British assured to materialize that dream but nothing ever was done.

    There were then different type of problems posed by nature herself and by man himself. Strife and terrorism came in the way and the challenge of boring through weak mountains and bridging huge crevasses stalled the project several times.
