International Earth Rotation and Reference Systems Services adds a second to 2008

A second is added to the leap year since 1972. This is decided by International Earth Rotation and Reference Systems Services. The time suggested by IERRSS is called UTC or the Coordinated Universal Time which has replaced the GMT time since June 30, 1972.
